Is steel core chinese 762x39 surplus ammo still restricted?

In the shop where I worked during the Slick Willie years this steel core ammo was banned from import and not permitted to be sold by FFL holders.
I used to recruit for the NRA until they sold us down the river (again!) in Heller v. DC. See my auctions (if any) under username henryreilly
