Gas burner question

Both burners are on high. Bottom picture is the most used burner. Recently the output has sputtered.
Any ideas to fix? Natural gas if that matters

I know there's very little line pressure with NG to begin with. Does the low burner get higher when you turn the other one off? That would mean something.
flip that circular cover off the top of the burner and check for obstructions, ours filled with liquid after a pot boiled over, don't know why it wouldn't burn off or evaporate, but just took a towel and blotted it up and worked fine again......... we also have one burner that puts out a larger flame than the other 3 from the factory, has yours allways been this way or just recently gotten smaller???
We have a similar looking unit, only propane with propane accessories.
We run the top plate and the part the gas actually comes out of through the dishwasher, and the grates get put inside the stove, and ran through the self clean cycle when they start acting like yours.

The burner that's higher in your picture isn't all that high either. You may have a low pressure issue. Don't call the gas company til you're sure it's their problem. They'll just come out and red tag you and then you're screwed.
Have you checked the jet/orifice sizes?
Most stoves have several different BTU burners on top. As toolman said, maybe different size orifices. IF they used to be the same, them clean the orifice out with a tip cleaner( Like ones made for cutting torches.)
