    ATF agents have been forcing dealers in high crime areas to "burglar proof" their premises for the last 20-30 years, even without specific regulations permitting them to do that.

    There are still gun shops that don't keep all their guns in a safe, or have not installed concrete-filled bollards at all vulnerable points around their building. An alarm system alone isn't good enough with today's criminals.
