I am not a physics guru, but I'm pretty sure it would have the opposite effect.
Once rotational velocity is established, adding lead would have no effect if the lead was moving in the same frame of motion as the empty hands. Newton's 1st Law talks about inertia, or mass x velocity (momentum). Fixed mass, once put in motion (velocity) tends to stay in that motion. The lead also has a fixed mass, and a fixed velocity, so its momentum would be added to the spinning skater, with no change in velocity (spin rate).
Now the velocity is R x Omega, or Radius times rotational rate. So arms out straight mean one velocity. That velocity times mass gives you a starting momentum. Pull your hands in close and the "R" goes way down, but energy is conserved in a closed system. So the only thing that can change is Omega goes up... you spin faster.
If you start with empty hands spinning at a known rate, your energy is established. Adding more mass to your hands, starting it from zero velocity, means the system velocity (rotational rate) must drop if we're to maintain the same system energy (because the kinetic energy of the lead at rest is zero if its velocity is zero). So omega (rotational rate) must drop if energy is conserved.

Way back when......when I was participating in sports, my coach was always yelling at me to "Get The LEAD OUT!" (mostly out of the part of me covered up by my shorts in the back end) So! I would have to say no to adding lead to gloves here.
Nothing is for nothing, it will require more energy to reach the velocity expected and a greater force to slow it down. Then there is the human component, think of it as running up hill with 20 pounds on your back, will running down hill increase your speed, unlikely, you will more than likely loss balance. Better to stick with performance enhancing drugs. LOL.

On the other hand, pun fully and unabashedly intended, were a skater able to achieve the same rotational velocity with arms extend with lead as without lead, the rotational velocity when the hands are pulled in will be greater than without the lead. As the weighted hands represent a greater proportion of the total rotating mass than empty hands, the conservation of angular momentum will result in a greater rotational velocity upon concentration of the mass.
For this to be effective, however, as waltermoe points out, performance enhancement may be required to achieve the greater initial rotational velocity.
