Burl. That is where some fancy,odd grained wood comes from.
From the bark on the base it looks like it may be a sycamore. Does it produce very large leaves? (Sycamore trees do.)
I’ve seen sycamore trees in Germany pruned to have all of the branches start from an area of the tree like that and be more uniform. I looked but do not have any pictures. Will search the interweb a bit…

Heidelberg is where I’ve seen this type of pruning.
You can see similar formations although ‘your’ tree looks to have been pruned a bit tighter.

It's a boll............caused by the infection of the tree by fungus or parasite. Its a defensive mechanism of the tree. Makes for some pretty wood if you section it.

Probably some kind of bug, like a beetle that bored into the tree and that is the tree fighting back.
There are some exotic wood dealers that would pay BIG bucks for that!
I'm surprised it hasn't been cut down yet.
