It's a garter snake for sure. What subspecies, I don't know.
The picture may have been altered, or the snake may have been altered. People have been messing around with the genetics and DNA and breeding some strange colorations in snakes these days.
Can't remember its name, but I'm sure that it's running for office somewhere...
Don't judge, It's just identifying as a peacock.😀

That’s a BBQ snake.
Red sided garter snake, Thamnophis, harmless beneficial.
San Francisco Garter is real, (Thamnophis sirtalis tetrataenia) but looks little like that color enhanced photo. Worked with them in the 80's when they were declared endangered due to critical habitat loss. One of the populations I looked at was in a marsh area across the freeway from the SF airport. Other populations were scattered in wet lands around the area, but widely disjunct and without gene flow. Easy to breed in captivity though.

I picked this picture up over on F|B, where it has become very hard to discern a joke from reality.
Seeing those rainbow colors on the snake with the San Francisco label gave me pause to take it as a joke.
