I used a yardstick to hold up the handle that folds down, and to kind of show it's size.
Top circle is 10", bottom one is 12".
Has 2 wheels on the left side.

looks like a home made grill, bottom circle holds propane tank, top circle holds the burner.........
if the circles were more centered i would say a cajun cooker. really hard to say though.
Not a grill, could you imagine "open cooking" with an gas tank right under you with no sheet metal between you? Flower, potable pots?
Looks to be homemade, which means somebody had some very specific but odd use for it. Thus, no way to guess. It's a "pull around" design, of course. No way to push it with the wheels on that side and the handle folding down.
A cart to haul 2 beer kegs with you wherever you go........

Never heard of that brand? And would the generator be mounted on the top or bottom?
Looks like metal for repair work or future projects to me
With those long & small dia. vertical members plus a small footprint, I wouldn't put much weight on top or what you have is an accident waiting to happen.
