It is 30" long.
When you squeeze the handle, the bottom comes together.
Point goes into the V.

I can say I have seen similar items in auto body work I know theam as a bullseye tool for hard to reach ding / dent removal for panels you can not get to easy
I did not cheat I know a little about body work so I did a fast search here is one similar on e-bay
there may be other tools that are similar but thats my story
