I'd bet it's milsurp and does indeed free up your trigger finger without removing the mitten. Or for doing any kind of two-finger pickup of something.
Trigger finger mitten liner - there was a similar leather mitten that went over it.
Those are the liners for these
Did time in Alaska. At -50 and colder, if you touch metal with bare skin, you stick. Gloves alone won't keep hands from freezing.

and the bottom of the trigger guard folds back to allow easier access to trigger when wearing these mittens.
I have used those deer hunting in northern Michigan. They are a little bulky in handling a rifle but do keep your hands warm. I only used them when it was really cold - below zero.
