If not for the buy back he would have kept the shotguns.
If someone broke into his house when he wasn't there, they'd get three guns instead of one.
Should the US send paratroopers into battle unarmed? Clearly no. But what if they had moved all their surplus WW1 small arms and artillery into Bastogne in November of 1944?
If you live where it's safe, keep your broken 16 gauges. If you live near or in high crime areas, maybe reducing unnecessary guns is rational harm reduction.

We always kept a few "crappers" around to bring to the buyback programs. They made their quota & we made cash.😉
If you couldn't get a working gun, wouldn't you try to fix a broken one? Suppose you didn't know or care about the normal standards of gunsmithing work.

There have been a few here in NC and I believe you get a gift card for the weapon.
never had one close, got an old iver johnson revolver that is pitted and out of time, only reason I hang on to it is in case I ever come across one of those buyback deals........
