Yeah, that's a tough one. It would depend largely on the situation. I know our enemies in several foreign wars took knowledge of that and used children to attack our soldiers and many who shot back were seriously messed in the head as a result.

I read that due to his condition a parent was suppose to be with him at school. but, they were not there. They also state the gun was secured but if he six year old got it was it secured?

Last month, the troubled boy nearly made good on his apparent murderous impulses, shooting first grader teacher Abigail Zwerner at Richneck Elementary School in Newport News., Va., officials have said. Zwerner survived.
Zwerner and other Richneck teachers said they had shared their fears about the child’s grave behavior with administrators, only to have their concerns downplayed or ignored, The Washington Post reported.
Zwerner had asked for support with the boy, and expressed concerns about his behavior, teachers wrote in online messages to Newport News Superintendent George Parker III.
“She had asked for help,” one school staff member wrote in the chat.
“Several times,” another added.
The child, who was known to throw furniture and other objects in the classroom, once wrote a note to a teacher in which he told her hated her, wanted to set her on fire to kill her, the teachers union told The Washington Post. When she brought the disturbing letter to school administrators, they told her to drop it, according to the teacher.
Reportedly the gun was secured in a locked garage and had a trigger lock installed . How did 6 year old access it , remove the lock and hide it from a search ? Lots of things just not adding up .
Multiple problems reported with his behavior in the recent past . The idea of " mainstreaming" special needs kids into conventional classroom settings is deeply flawed.
It is so very surprising and not at all in any way predictable the kid had a history of aggressive behavior that was ignored even though reported.

Kayla Renee Rolland (May 12, 1993 – February 29, 2000) was an American six-year-old girl from Mount Morris Township, Michigan, who was fatally shot on February 29, 2000 by a six-year-old male classmate at Buell Elementary School in the Beecher Community School District. The boy had found the gun while living at his uncle's house; the house was a crack house where guns were frequently traded for drugs.
The boy was not charged with murder because of his age
On the twentieth anniversary of the shooting on February 29, 2020, news media reported that the boy who shot Kayla Rolland was living in Bay City, Michigan. According to court records, he had been convicted at age 18 of a felony in connection with charges of second-degree home invasion and larceny at a Bay City house on April 23, 2012.[13]
Exactly, and on this day the parent was not present with the child in school. Did the parent set up / use the child to shoot the teacher? Did the parent giver the gun to the boy that morning? That boys hate and aggression was learned from home.
I worked with children just like this child in a locked psychiatric hospital . They , for the most part developed their aggression from within . It was not always learned from home. There are people who are born with absolutely no conscience, morals, inhibitions or empathy for others in their makeup . They are true sociopaths. Generally even years of intense therapy and medications fail to correct their problems. The best we as society can hope for is that they are confined in a locked secure facility so as to do no harm to the public .

That is a description of a person with fetal alcohol syndrome. Mom was getting drunk while pregnant. There is an epidemic of fetal alcohol syndrome among certain minority groups today in America.
Remind me of a former friend's young son a few years ago, who said he wanted to be a detective when he got older. Why? So he could shoot people he didn't like, and get away with it. He was around 8 or 9 at the time. Probably wasn't a bad idea on my part to break off contact with that particular family, and them having moved out of state a couple years back, I hope they've got that kid some help.

With the News saying he just pointed it at her and fired makes me think when the student put it in his bag before school he mistook it for a toy.
Still, I think the blame lies with the parent(s), for multiple reasons.
I'm not sure I could shoot a 6 yr old. Even if shooting at me, just don't know.

wow the teacher was ignored and the kid was not disciplined or removed
I read the, little, future senator, barricaded the class door and locked everyone in. They had to get help to open it up

Looks like Allen beat me to updating this. I also saw that most days the child had a parent sit in class with him but not on the day of the shooting.
Imagine being a teacher and having a child so disruptive a parent had to stay with him and your boss telling you to ignore the threats.
I'd say the Teacher that was shot, has a pretty ironclad Lawsuit against the School District, if She repeatedly complained and was ignored.
