LEO with Low Cap Mags?

I saw this photo of a Deputy in Tulane County in Kalipornia when they raided & arrested gang members re: the murder of 6 people. It's not clear, but it looks like reduced capacity magazines in the Deputy's tactical vest. Is it that bad there that officers are restricted? It also looks like there are 2 different brands of mags in his vest? The "white shirt" says it's obviously a photo op.

I'd hope they are reduced capacity! Nothing worse than rules for thee but not for me.
That’s Tulare County (south of Fresno). And no, LEO’s are not Mag limit restricted there or anywhere else. If you notice when these rat politicians write anti gun laws they always exempt LEO’s from them. It’s also how many guns that aren’t on the California roster of approved handguns get into CA and then later sold to civilians privately. Ruger LCP’s in CA can go for $500+ because of it.
Maybe double stack mags? Unless he totes a gloke. White shirt, maybe he came from taking the family to dinner.
