Any idea what they might be for/fit ?
First - I am not sure that I see any primer compound present. Next - I have 28 gauge and 410 bore solid brass shotgun shell cases made in Brazil and the measurement of the things you have are nowhere near the measurements of the primers for the shotgun shell cases. I have no idea about rifle and pistol cases.
However their diameter would be in the correct range for the gas checks for the 32 caliber bullets I get from Maplewood Bullets that I use for my 327 Federal magnum cartridges.

Those are gas checks to prevent lead from adhering to the bore with lead bullets at high velocity. They are crimped onto the base of the bullet.
