I first heard of this was in Capital Sports gun shop in Helena 5 or so years ago. The gents in the conversation hunted a lot between Sidney and Chinook and were concerned about what they were seeing, informed the Montana FW&P and were told they could not shoot them at that time for what ever reason.
I have a former work colleague that hunts out of Lethbridge Alberta and he says their coulies up there are a breeding ground.
