AR-15 and iron sights

Hi everyone...
I have a front and rear sight for my AR-15. At the lowest possible setting, the front sight is about 5mm higher than the center of the rear sight aperture (the small hole). The rear sight is not adjustable for elevation.
Is this what I want? I've never set up these sights before and intuition tells me that this arrangement isn't gonna work.

Are these sights mounted on some sort of rail or what?
On a picatinny rail. The rail has no MOA adjustment built in. It's perfectly flat.

Some add on sights are designed for use with a forward rail same height as the flat top of the receiver. Some are designed for use with a 'railed' gas block which isn't same height(lower) as top of receiver. It seems to me that you may have a front sight designed to be installed on the lower 'railed' gas block.
Makes sense. I tried using a riser to elevate the rear sight. At 15mm, that riser is too tall. Gives me the same problem as before, only in reverse!

Is the front sight made to be cut to length?
Unfortunately it isn't. But, I found a workaround for now.
I found a bolt with the same threading. I cut off the head of the bolt and filed the end it into a decent looking sight. I then threaded a nut onto the new bolt and installed a spring. Now, I can thread the bolt into the existing hole and the spring helps hold tension so nothing works loose. Hopefully this gives me the sight picture and adjustability I need. Will find out on Saturday.

OR, you could just get the correct part if that's really what you want.
