Indoor target shooting, in European shooting parlors and salons. It was a fairly common pastime in the late 19th- early 20th centuries
as was the 6mm. There were insert barrels made to fit lots of small automatics.
Ja, ja, in Zimmerstutzen. Used for indoor target shooting before air rifles got so accurate.
Best illustration I could find for the 4mm Luger subcaliber insert.
LUGER PISTOL 4MM CONVERSION KIT - M5764 - Simpson Ltd
As the folks said- indoor plinking, letting troops practice when there is no long range available. While the cartridges look sorta rim-firey, they are actually inside primed centerfire.
