I could be wrong, (wouldn't be the 1st time) but I thought I had read/heard a few weeks ago, that the $$ being returned was Iranian International assets that had been Illegally held.
Maybe a different situation, than the one being discussed.
Well they, USA, said at first that it would be for humanitarian aid and Iran promised, Blinken said, 🤣, that it would only be used for that.
