Yes it has started. Took them 10 years to implement it from 2013 Safe (unsafe) Act. I can't imagine a clerk in Walmart standing there waiting for clearance from Supt. of State Police. Would not be surprised if Walmart stopped selling Ammo in NY. If so, there goes sale of reasonable priced Ammo in NY.
When I take my bluing jobs to Port Jervis, I will drive a few more miles across the Delaware river and bring any Ammo I need back from Pa. Never even had a parking ticket and now I am being treated like a criminal. ----------Ray

That's what your Real ID is for... The big stores just slide it through what looks like a new fangled credit card machine. The two LGS I use keep my stuff on file because I don't have a Real ID yet. Pretty bad when your gun store has to keep a copy of your ID and Birth certificate.

Lady Rae, i hate to take business (Ammo sales) from a NY Retailer but I will never submit to New York's Tyranny. -----------Ray
Good for you

The real intent of this law is to put the gun shops out of business. Our beloved governor would like nothing better for us to purchase ammo out of state and thereby speeding up the closure process.
