Can an older Wingmaster 16 gauge barrel be modified to be modified so I can shoot non-lead shot?

Sleeve it? But, me I'd buy a spare barrel to goof around with. Or sell it and buy a beater.
Look up Lisle Barrel Hone. Bob
Yes, full chokes can be opened up, but it takes special tooling, knowledge and skill to do it. The cost of that is probably about the same as buying a new barrel. As BobJudy states, you can buy the tool or even make it yourself if you are skilled. Most Gunsmith books have instructions on how-to-do it. Good luck.
Added: It would seem that having the barrel fitted with choke tubes would meet all of your uses.
16 gauge Remington barrels are expensive. Might find a non rib one but IF you can find a GOOD smith, would go that way.
OR you can have 'screw-in' chokes installed..........Briley comes to mind
10-4 on Briley. They have done a GREAT job for me several times. 😊☺️☺️
OR-Just use larger shot!!
I have a bunch of shotguns and I have had changeable choke tubes installed in several of them. I have used several different companies - but I have found these to do quality work - reasonable prices - mostly pretty good turn around times - but at the beginning of or during hunting season perhaps is not the best time.

A piece of 1/2" wooden dowel with a saw split at one end, fine grit emery paper, some masking tape for filler/adjustment, and an electric drill. Maybe some thin oil if you'd like. If you're real particular, drill a 1/2" hole in an empty shell and run the dowel in from the chamber end of barrel.
YMMV-have some idea of where you started (diameter wise) and where you should stop.
