The US, UK, and Russia all agreed to protect the borders of Ukraine, Belarus and Kazakhstan if those states gave up their Soviet-era nuclear weapons.
Just after the fall of the Soviet Union, Ukraine itself was the world's 3rd largest nuclear power. The weapons were controlled from Russia but there was a risk the weapons could have been physically altered to use a new control system.
In my opinion Vladimir Putin bears a strong resemblance to Napoleon Bonaparte.
Can it be he felt persecuted growing up and was sidelined into the life of a spy because part Corsican? They may have assumed so whether or not it was true.
Can it be he wants everyone from the former Soviet Union to pay, Russia as well as Ukraine? There's no handy way to involve the other former republics at present.
The Soviets may have propagandized the ideology of workers of the world unite even as they sidelined non-natives into less desirable jobs. The party did have to keep the support of the masses.
Speculating about his ancestry may stop a war which has cost hundreds of thousands of lives, even if it's a little tasteless.
