Shipping a long gun to California

A friend of mine wants to ship a gun to California. I checked with two FFL's here and they said no. Can an individual ship to a California FFL with a copy of drivers license?

    no. there is a special number you have to get thru cal doj and have to be ffl . you have to register with cal doj,,thats why a lot of ffl say no

    A Type 01 FFL shipping a long gun to another Type 01 (Dealer to Dealer) must use the CFLC system. A "non-Type 01" shipping to a Type 01 can do so without using the CFLC system. So if your "non-FFL Dealer" friend is shipping direct to a CA FFL dealer, perfectly legal.

    The issue you will often run into is that (just as outside CA) some FFL Dealers don't want to accept from a non-FFL Dealer. That has nothing to do with legal but rather business practice.

    There are plenty of FFL Dealers in CA who will accept a long gun from a non-FFL Dealer. However it's the sender and recipient's responsibility to know 100% any conditions the FFL Dealer puts on the receiving and transfer. Any "oops, didn't know that" such as sender obscuring the number or address on their DL and FFL Dealer objecting, or non-compliance with CA law (Mini 14 with brake = OK/Mini 14 with FH = felony) such as including +10 round mags is on the sender and buyer.

    Also, good to remember that on any out of state transfer into CA the CA FFL Dealer must (is supposed to ) collect sales tax and can charge whatever the heck they want for a transfer fee. Some charge up to $150.00 or so. And there's an 11% "excise tax" coming 1 July 2024.
