No, it is a Zimmerstutzen. The hardware at and a ways back from the muzzle are a barrel and breech for 4mm rimfire. There is a long firing rod from the action to the 4mm breech.
Their role in indoor shooting has largely been taken over by air rifles, but there must be some Zimmer shooting, 4mm ammo is still listed by S&B.
The intent is to have a "parlor rifle" with the same balance as your 8.15x46R schuetzen rifle.
The odd looking stock was likely carved to fit the owner shooting from a standing position.
There are also "breech loading" versions with loading at the breech, an 8" 4mm barrel, the rest of the octagon barrel for balance and sight radius.

I think the muzzle is machined for a removable / changeable front sight.
