Ca. 11% tax

I purchased and paid for a rifle, filled out all the paper work in Mid June from a California dealer on G.B. in person. When I went to pick up the gun in July they added the 11% penalty to my purchase although I paid for it in June. My local Dealer says I got ripped off. Who is right? I bought and paid for the weapon before the tax was started. Just waiting to be cleared to take posession. Thanks, Eddie

If you paid in full before the up tax went in to effect. Then you shouldn't have to have paid the 11%. Also you should have dealt with this right there and "back" then.
