There will be hold outs. Gun rights are states rights.
There will be those States that fight it to be sure, but the 10th Amendment clearly states that there are rights that are rights '…reserved to the States respectively, or to the people.' The Second Amendment clearly states that the Right to Keep and Bear Arms is confirmed to the people, not the States.
That said, a national carry law has a host of problems. The most important of them is to get it passed, there will be untold restrictions regarding initial and ongoing training, location restrictions, licensing requirements, etc. Anything short of a national Constitutional Carry Law will likely end up imposing restrictions upon the citizens of existing Constitutional Carry States while it will provide some increased access to those in leftist controlled States.
If Cornyn becomes Senate Majority Leader, there will be an advocate for gun control running the Senate and any worthwhile bill will have difficulty even making it out of committee.

I agree @Don McManus Cornyn and his staff try to act like they support gun rights, but he never really does, he's a RINO problem is only even worse Dems run against him… so he keeps getting elected.
Same here for for agreement with @Don on the 10th amendment etc.
However I do not ever seeing states like CA, NY, NJ, MA, CT,MD etc. ever agreeing on any reciprocity with any other state. Also if a national law passed I would not want to be the test case in any of those states.
Most of those states governors have already said they are going to do everything to block Trump on other things they would look their minds blocking a national gun reciprocity law.
