I have a very well made dip net,it needs a new net,can't figure out how to get the aluminum hoop off. On the end of the handle it has
this M&M Sporting,Floatmaster,Tulsa Okla,Goods mfg co.
Looks like an aluminum pin thru a plug in the handle that holds the hoop.If I can't get it apart I'll have to make the net,but don't really want to tie one.

Cut the pin with a wood chisel on the neck. It is a rivet that holds it together.
After you have replaced the netting. Use a SS nut and bolt to secure it...

U could also use a bench grinder or hand-held grinder and grind off the peened end of the rivet.
