What's the trick to Down Rigging, I need to learn how to do it to fish for strippers at Raystown Lake in PA. Anybody fish there to give me tips or lessons this year?

Some good info in this article.
I've been using downriggers for the last 8 years and they are a great way to get down where the big ones are. It can be a little intimidating at first but you will eventually get the hang of it. I like to use a long lightweight rod and a good baitcasting reel and Spiderwire braided line. The Spiderwire is slippery and seems to pop out of the release more easily.
