WWII research item, assistance please !

First time I have been to this forum although I have been to others here ! I may not be on the correct one but I didn`t see any on WWII so since my hubby was also in Vietnam thought I would try here . I am on another forum and assisting in researching a small, palm size cloth bag that was found with other WWII items. It has a closed pouch with a powder substance and an opening in the outer cloth bag with two arrows marking the opening. also on the outside is a line of Japanese lettering and 9g in cursive, english !! Would anyone have an idea what the powder is that is enclosed or what went into the outer bag with the opening? My thought was a dessicant to keep something dry, someone else thought a powder charge bag for a knee mortar. Anyone have an idea ?? Thanks in advance for help !!
