Considering that this will have a negligible (if any) impact upon Federal revenue, I am unsure of how this connects with the Federal debt. Also, we will not know for a couple of years of the reduction in the maximum business tax rate will have a significant impact upon tax revenue. The 60% reduction in the maximum rate will make quite a few tax avoidance techniques less attractive. It is not coincidence that companies rushed to pay bonuses in FY 2017. Those bonuses cost the business 65 cents on the dollar.
Those same bonuses in 2018 will cost them 80 cents on the dollar. My guess is we will see a reduction in corporate charity gimmicks that a designed for entertainment of employees and customers, as these gimmick charity events will cost the company almost 25% more this year.
The biggest positive of the corporate tax cut is, IMO, that it has the potential to reduce these games as they will end up costing a lot more than before.

It does however have a significant impact on state taxes and how/where buyers spend their $$. When I make a purchase, tax/no tax is included in the bottom line. If I can buy something and shipping is less than state tax, I order it.
Part of this stems from some "feel good" state sales taxes voted in decades back that were supposed to support our bunny cops and state lands management. Immediately, the bunny cops started spending big bucks on equipment and "research" on re-introducing species that either couldn't survive in a populated area or were exterminated due to their unacceptable eating habits.
A percentage of every sales tax dollar goes to this agency and I don't intend to support this activity any more than the absolute minimum.
The crux of the issue is weather States can force internet sellers to collect STATE sales taxes. It is not a federal tax issue.
Brick and mortar businesses are lobbying hard for the Federal Government, via the Commerce Clause, to mandate that all internet sellers collect local (destination) sales taxes for all internet sales. Many states have laws on the books where the paying of these taxes is tasked to the buyer, but obviously collections are minimal.
Internet sellers that have a physical location in the destination state typically collect that state's sales tax as the state has some leverage over them. The state I previously resided in, for example, required FFLs to collect sales tax on all internet firearm purchases. They could do this because of the physical presence and licensing control they had over the FFL.
The only way the states have to collect sales taxes on sellers without a physical presence in the state is for a Federal Law to be passed mandating the collection of said taxes. Don't know how this will affect international sellers.

That is a simple software issue on the company's computer to relay all the tax funds to individual states after the sale. Internet or local does not matter.
