My guess is ICE has a good database with pictures and fingerprints that will spot previous violators quickly, just compare their photo using face recognition software.
Heck, I'd run "mug shots" against google photos just to see what comes up. That is really easy and quick.

Courts have rejected claims from Mexico, Peru, Nigeria, and Zimbabwe. Just because a country has not had a previous LGBT asylum claim granted does not mean that it will not in the future. However, an LGBT refugee in that case would need to show enough evidence to show that their government ad discriminatory attitudes towards people in that situation.

The first time I can remember seeing this was Cuba under Castro. At first it was thousands of wealthier cuban citizens who couldn't survive under communism. Toward the end of the cuban exodus Castro sent boat loads of prisoners, mentally disabled, infirm, trouble makers, dissidents etc.

This money was spent in the form of U.S. training and equipment assistance (e.g., nonintrusive inspection equipment, mobile kiosks, canine teams, immigration agents) to help Mexico secure their southern border and better deal with shared U.S.-Mexico concerns over drug trafficking and immigration.
