Yep, but there will be a legal challenge to this immediately. Turns out the mail order prohibition in the bill, as written, violates some Federal regulation pertaining to Routes and Services of Common Carriers. It will not stand. It just will take some time to invalidate it.

What's to stop you from going across state lines and buying ammunition?
Also, there does not seem to be any language that forbids a CA resident from purchasing handgun ammunition out of state as long as it is done in a FTF transfer, not by mail.
