Since the Feds consider them non-guns would it be illegal to carry in your vehicle without a CCW permit,or would that be decided by the state? If decided by the state ,how could they prohibit them without violating the 2nd ammendment?

The government, be it federal, state, or local, has NO PROBLEM violating the 2nd amendment. [:(!][:(!][:(!]

Carry (of any kind) is decided by the state.

New York State is strange...you can buy a repro black powder pistol at a box store no problem, but if you have the fixins to load it, it better be on a pistol permit.
