This is quite a kick to read. Reads like the Heller Case.
Seems that NYC prohibits "licensed" gun owners from going to in-state gun shooting events unless in the city and approved by the bureaucrats. And they never allow such events to be held in the City(apparently), and won't approve events in nearby counties.
