Just saw an AP web article where a blind man in North Dakota passed both the written and the shooting portion of the concealed weapons license test and was issued a concealed carry license. I think that's great personaly. If he proved he can shoot, there should be no reason he can't carry a gun. However, the state legislature saw this and decided that if a blind man can pass the shooting portion of the test, then the test must be too easy. Instead of making it harder though, they've decided to eliminate the shooting test portion of the requirement all together.
