Police officer concealed carry laws

Unfortunately I did not get the legal update yet in regards to the subject of off duty police officers carrying their firearms through other states. I only heard a mention of a recent federal law allowing officers to carry their firearms through any state. There isn't alot of info out there about this. Does anyone know where I could look it up and get a straight answer?

Also known as the "National Concealed Carry for Cops" legislation and the "Law Enforcement Officers Safety Act of 2004," this new law allows law enforcement officers to carry their weapons while off duty between states.
Why does an officer need to carry when he/she is off duty and/or out of state? Can't cops trust each other for protection when they are not on duty?
Cops may be off duty, and out of jurisdiction, but bad guys never are [}:)]
Why does anyone NEED to carry ?

Of coarse I am being sarcastic. I just feel people should be allowed to carry where ever they happen to be, no matter their job. Criminals don't see job descriptions, they see victims. My life is NO less valueable than anyone elses'.
Merely trying to apply the same logic towards cops as is applied to US..the tax-paying citizen.
Once again, the King has rewarded his loyal servents...while *+++ on us, his subjects.
