One of our current potus's favorite tactics....E.O.
Lincoln suspends habeus corpus Sept. 24, 1862.
The first executive order was signed Oct. 20, 1862-Abraham Lincoln (the first globalist controlled ***** to trample the constitution)
The destruction of that document has continued ever since that initial abuse of power, and has been perfected (abuse of power) under the current globalist ***** administration.

Lincoln is often credited with being one of the greatest presidents of all time, but much is left out. Buchanan let it get out of hand with Northern tarriffs, so the war is really on his hands, but Lincoln didn't recognize the easiest fix to the conflict.
No, I belive Hamilton was the first. He established the Federal reserve and gave it power to print money, if memory serves.
Hamilton died more than a hundred years before FRA was passed (1913), it was singed into law by Wilson.
Actually freemind is not (entirely) wrong. There were two attempts, although short lived, to establish a National Bank or the Federal Reserve before the successful one in 1913.

I know, Hamilton was a big proponent of a national bank idea, however he's not responsible for FRA.
