    It would go something like this. RP addresses the nation telling us what/why.(just like Reagan did). Then 150 Repturds and 37 Senaturds sponsor and co-sponsor what he wants because having had it explained to us (the sheep) we now want it and they want credit for it. Then, when it reaches his desk, he signs it.
