May possibly try to load for this. My question is would a normal fl sizing die be ok, have read that for levers you should use small base. Small base for this may be somewhat out of the ordinary I would think. Also, can get an older set of fl Herter's at a reasonable price, what do you think of these?

Standard die ought to be ok.
But all the Herter's dies I have seen were pretty rough. I'd get a name brand like RCBS and if it did not take the brass down enough, they will replace or modify it to suit.

You should examine fired cases from the rifle. With a good chamber you might be able to neck size only, other wise its FL every load.

I have some Herder's dies, they are ok. Used dies are in the $10 up at the gunshows.

I have wanted to build a takedown 95 in 30-40 Ackley improved.

Herter's dies have served me well. FL sizing should be OK unless the die or the chamber is not true.
