Can I use small pistol magnum primers in place of regular small pistol primers in a 38 special?

    With moderate loads, yes.
Magnum primers will increase pressure and velocity but not out of sight.

I would thank that I would need to drop powder charges a couple of tenths ?

When I have had to sub magnum primers for standard I usually reduce the max load by .5 grains (1/2 grain) and never seem to have any problem. Some mag primers seem to have a harder/thicker cup so they may not function as well in a pistol with a very light hammer fall.
