If you really intend to varmint hunt a lot getting into reloading is almost mandatory to get top accuracy and keep costs to a minimum.
My .02
Unless your buying match grade ammo from Black Hills the .223 surplus ammo will be disappointing to you in accuracy. Hitting a Prairie dog at 500 yards is tough enough with the best rifle and hand loads. The surplus ammo is military grade; it goes BANG. It might hold a 2" group average in the lots sold to the public.

Another ditto. I'm starting to see a pattern here [:0].
But for the record - A 22-250 will be easier to find accurate factory ammo suitable for varmit work for, and will reach out much better than a 223 will.
Forget all that cheap 223 ammo stuff. To consistantly hit small varmits like prarie dogs, squirrels, etc. you'll need at least 1/2 minute of angle accuracy at that range. Military ammo is more for like human torso size targets at 500 meters.

If you were to think about those that regularly shoot at 500 yds., they either shoot special match ammor or reload. The 6mm will get better results beyond 500 yds. But it is pretty much 6 of one half dozen of the other with factory loads at 500. Provided again you buy the best stuff you can get. That may run you up to $20.00+ a box. Reloading gets paid for really quick at those prices.
