[?] I have been looking for some one who can tell me how to come up with starting loads for new cartridges. I have quite a few ideas for new rounds but don't know what to do about creating load data.

The best way is to input the cartridge specs into a Powley Computer (slide rule). It is calculated to have 100% powder density and produce about 45K pressure, it also estimates the velocity with the addition of barrel length.

Yep - the Powley will give you a safe starting load.

Find a same caliber factory cartridge with similar capacity to your wildcat, and start from there.
Powley is good, as is LOFAD, ACCULOAD, QUICKLOAD etc (programs that take the powley concept to the next level)
