    less you want to sell reloaded ammo to the public that is when you would need to become licensed mostly for insurance purposes

    There is a lot of legislation going on in many states to try to make the reloading illegal unless you are licensed.

    If they can't take the guns they will take the ammo

    Yes, you need a Ammo Manufactures Licence to reload and sell it.
    As of now you don't need one to reload for yourself. Back in the '70's and earlier you couldn't buy wholesale and have components delivered to your house, without the licence.
    I don't know what states they are talking about in that ad. It looks just like a way for them just to take your money [xx(][xx(]
    Look at Midway, Natches, and other places ANYONEcan order components from [;)]
