I buying a new rifle and need some input on Tikka and savage rifles. I have never owned or shot either brand. I have looked at a tikka t3ss and a savage 16ss in a 308 and really like the feel of both. I would like some feedback on which one is more accurate out of the box.

You have come across two of the most accurate rifles out of the box that I have shot within the last few years. Both also have several features that are ergonomic to the shooter, i.e. removable magazines. And, both are moderately priced in todays market.
I would still give the edge to the Savages though as far as accuracy. I have not adjusted the Tikka triggers but I have adjusted the Savage triggers and they are easy to adjust and make work well. My ultimate decision would be the Savage. But, I know if you went with the Tikka you would not go wrong at all.
