What is bullet runout?

Can anyone explain this to me in some what laymens terms?

    Bullet RUN-OUT is how far off center the bullet is in relationship to the rest of the cartridge.If you think about a cartridge starting at the base Case-Head then the case all the way to the neck should be concentric to a line 90 degrees from the center of the case head .now if the neck is thicker on one side or bent when the decapping pin comes out during resizing of bent when you seat the bullet the bullet will have to straighten itself when it starts down the bore . IMHO run-out is important for target shooting but does not become a big factor for most hunting ammo.

    Picture the bullet tipped or cocked off kilter in the neck of the case. Excessive run out starts the bullet misaligned with the center of the bore inducing yaw. Ideally the bullet base and point are exactly aligned with the center of the bore, any misalignment can cause accuracy problems.

    The other two posts are spot on. Simply put the bullet is already crooked when it enters the rifling, so the accuracy is doomed from the start.
