When shooting competition, is there a time limit between shots? What is the shooting procedure?

It depends on what type of competition you're referring to.
Timed handgun events such as speed shooting at targets, obviously not because the shortest time and best score wins.
Palma (long range) target competition requires you to wait for each shot to be marked before you can shoot again. So there is an enforced time between shots but it might vary depending on the target pit crew.
Point blank benchrest has some if not most shooters 'run a condition' where all five record shots are made in a short period of time before a wind/mirage condition changes.
