Reloading data differences

Getting ready to load some 7.62x54R with some 110 grn bullets using H4895 powder. My Sierra book lists the starting load at 45.8 and the max at 51.8, while the Lee data lists the starting load at 51 and the max at 55. That seems to be quite a difference. Does Sierra just list lighter loads or am I missing somthing?

But even if you compare data from two different testing labs, the loads will be different. Why?
They use different primers, different brass, different bullets, different lots of powder, in different guns, with different test equipment, using different test procedures, on different days, with different weather conditions, by different people who may interpret the findings in different ways.
The fact that they get even remotely close is a frippin' miracle.
