Shipping primers

I just got some primers from a guy via UPS. I paid him the $22.50 to be applied to the Hazmat fee, per DOT regulations, in addition to the shipping fee. The box came with two ORM-D (cartridges, small arms) labels on it and a regular UPS shipping label. There were no other labels or markings. There was not anything on or in the package indicating that it contained the section 1.4 explosives of which primers are classified. The shipper did inform me that he had a contract with UPS, which IS required for shipping primers, but that's all he told me. He provided no documentation to back up this claim. Did the guy ship these in a legal manner?
