I hope you mean 11/16 oz of shot. I have scaled several loads and find it hard to get that much in a 3 inch using WW wads.

i do not reload, so i have always thought that when a box said 410ga 2 1/2" 1/2oz 7.5 shot the 1/2 oz was in powder? so i understand this correctly the oz is the amount of shot? can you put more powder in or a different type of powder to get more speed out of it?

Shotshells have a lot lower pressure band to work with than metalic cartridges. Generally shotshell data for reloading is considered as is or max and does not lend itself to load development like metalic cartridges. Add to that you are juggling capacity limited by your components and any chage is gonna require a significant sacrifice in another area to be safe. In something as small as the 410 it becomes even more of a jugglig act.

You could put a 3" powder load in a 2 1/2" shell. The shell is the same just a little longer. The 3" powder load is just slightly more than the 2 1/2", & there should be room in the short shell. I've never seen the need to do that myself.

In order to maximize payload capacity the 410 does not use a compressable wad like the larger shells. You might pick up a few more pellets by using just a base wad without the petals but it might affect the performance.Keep in mind that in a given case size in order to increase the shot payload you have to give up some powder capacity and ultimately velocity and vice versa. You may find a low bulk powder that would allow you to do it(though most 410 powders are already low bulk) but the burn rate might not be appropriate for such a load.
