I can't say for the .280, but EDIT:{Do'h!} in my .280 Ackley I use RE-19 and RE-22 based on the bullets I'm loading. 4831SC also works. For heavy 180's I've used H1000 with accuracy success but not so much velocity success.

These are just two simplified definitions of 'efficient'. In virtually all of these discussions this term get misinterpreted as meaning 'cheap' or 'saving a few cents' both of which are exactly wrong. Saving money is always a good point to have but in terms of reloading, the reference is to the waste of powder used in the cartridge.
Not all powders suggested by reloaders or manufacturers websites for particular combinations are efficient, in that all of the powder gets consumed in the barrel by creating the plasma which pushes the bullet out of the barrel. Many powders are too slow and don't get used (consumed) in the barrel and therefore are inefficient or wasteful.
Best and efficient can go hand-in-hand when the conditions and requirements of the reloader are met to his or her satisfaction. If the powder/bullet/cartridge combination creates the necessary velocity with the required degree of accuracy and consumes all of the powder producing that velocity then we have achieved a 'best' load.
Striving for a balanced and efficient load combination is a most laudable effort, not something to be disdained as penny pinching or saving a few cents. In this day and age of the 'information highway' and all of the free resources we have at our fingertips, we should be striving for efficiency when reloading not simply throwing loads together because they might work O.K. Conservation of materials and resources is a good thing to concentrate on and it might just save a few cents in the long run, too.
