loading for 9mm, bulge at crimp

When loading for 9mm - Hornady STP 124gr bullets - I am getting a bulge right under the crimp. What is this indicative of? Also when working up a load how do you adjust your ammo to hit your target where you are aiming? Do you adjust your powder charge? OAL? Or what?

The bulge normally indicates a over-crimp, but if your seating and crimping in one step, that may also be the source of the problem.
When working up loads, you go for reliable function and small groups. Than adjust your sights (or correct your grip) to bring the group to point of aim.
