Load Development Steps... What First?

I have been reloading for a few years and am wondering if I am doing the usual method of load development or if there is a better way. Is it best to start with a mild load and work up in increments until the most accurate load before playing with seating depth? Or... tinker with seating depths first with a mild load and then work your way up? What is be best/most common way of dealing with the two variables?

I have always worked up my accuracy loads first then changed the seating depth for standard rifles. My target rifles are a different story however...
